Yes, the animal welfare laws were amended in 2004 to prevent cruelty to many types of animals in the UK including goldfish. The law changes make it now illegal for children under the age of 16 to buy any pet and animals are not allowed to be given away as prizes. Any funfairs giving away goldfish will be prosecuted and the RSPC have powers to enforce it.
Currently there's a debate about the EU trying to introduce more regulations to prevent animals being sold at shows. Personally I think many of the regulations are sensible but a ban everywhere is too much. I'm a big koi fan and this could spell the end of koi shows.
Interestingly the law only covers vertebrates so creatures like insects haven't any rights. I don't think winning a snail or a bug has the same appeal somehow :)

It's illegal to give fish as prizes in the UK.
I just got a goldfish from a fair yesterday. I went to my local Pet Store so I could buy a small tank for it. She says that they should not give away fish as prizes because so many people do not know how to properly care for the fish as well as they are probably not treated well by the fair people. While it is fun to win them, it is probably not a good thing.
You must use polythene bags without holes, you can't use soda water, the ambient temperature can never go above 100 celsius and the fish is not allowed to watch TV after the 9 pm watershed otherwise the bag spontaneously bursts
it is illegal to get fish as a prize from a fun fair in the uk becuase it is cruelty to the fish and i lot of people don't know how to look after them and not just a tank becuase they need more than that such as aip pump, filter, plants, etc. if you want to contact me then i can find out the act for you but think it is under the pet animals act 1911-2000
I strongly disagree with the idea. As a youngster, it was very common and I loved winning a fish. As an adult with many fish tanks I am very grateful that the practice is no longer continued here (here being Ontario, Canada).

Good for the UK not allowing that practice. Wish the US would do the same. Looks like it's covered pretty well here, most people don't know how to care for them properly, they end up getting flushed.
